I would add to the list ease of obtaining a retirement visa, unless you're going the golden visa route, or unless your wife is a dual citizen of Germany already. If she is, I'd choose a small town in Germany.
I would add arts and culture to the list. Galleries, museums, libraries, and particularly access to a decent variety of live music would be big factors. A steady diet of oompah bands could be hazardous to my mental health.
I have started the process to obtain an Irish passport. I am not sure what I will do with it but it will be nice to have an option to get outta Dodge if the need arises.
That's a great callout. During my more recent travels, I've been happy to encounter a lot of classical and jazz, even in medium-sized German towns. I'm much more likely to listen to both at home these days anyway. I'm looking forward to taking in some traditional Irish music on my upcoming cycling trip there, but I think that's going to wear thin after a week or so.
I lived in England for 6 months, and it came to feel “home” even though it did not have all the characteristics I wanted. I would even tolerate the horrible weather now to get back there.

We're fortunate enough to have a solution in place for the visa issue.
